Indonesia Launches ‘Global Citizenship of Indonesia’ Policy

The Directorate General of Immigration under the Ministry of Immigration and Corrections has officially introduced the Global Citizenship of Indonesia (GCI), a new policy designed to address long-standing limitations related to dual citizenship. GCI provides an indefinite permanent residency status for foreign nationals who have bloodline, kinship, historical, or strong personal ties to Indonesia. The policy opens opportunities for individuals around the world who share meaningful connections with the country.

Eligibility and Restrictions

Minister of Immigration and Correctional Affairs, Agus Andrianto, explained that GCI grants broad residency rights without requiring applicants to change their citizenship or violate the regulations of their home countries.

Individuals eligible for GCI include:

  • Former Indonesian citizens

  • Descendants of former Indonesian citizens up to the second degree

  • Legal spouses of Indonesian citizens or former Indonesian citizens

  • Children born from legal marriages between Indonesians and foreign nationals

The policy does not apply to foreign nationals who come from regions that were once part of Indonesia, individuals involved in separatist activities, or those with backgrounds in foreign civil service, intelligence institutions, or military organizations.

Implementation and Application Process

The Minister noted that similar programs exist in other countries, such as India’s Overseas Citizenship of India (OCI), demonstrating the credibility and practicality of this approach. GCI reflects Indonesia’s commitment to legal certainty, efficient public service, and enhanced global competitiveness.

Applications for GCI can be submitted online through evisa.imigrasi.go.id. The integrated system covers the issuance of a Limited Stay Visa, the conversion from a Limited Stay Permit to a Permanent Stay Permit, the extension of an Indefinite Permanent Stay Permit, and the application for an Indefinite Re-entry Permit.
